How do I block a PC from accessing pornographic, gambling website? Does Windows have this feature or do I need some software?

Well I just did a bit of googling to find just that, but I was a bit overwhelmed by the tons of hits to my search.

What program do you guys recommend? I just need to recommend a good, free, easy-to-use program to my friends who want to make sure their kids are okay on their PC.
